Abstract:This paper studies an emergency management resources decision model,considering the collaborative of multi-rescue department.Firstly,emergency management data normalization based on belief probability assignment is introduced.Secondly,emergency management matching degree between rescue requirement and multi-rescue department capacity is defined.On the basis,an attenuation factor is proposed to distinguish the multi-rescue department on arrival time,rescue capacity and the efficiency of rescue.Finally,a two-stage emergency management matching algorithm is developed to support the construction of emergency rescue strategy.
