The Empirical Study on the Efficiency of Different S&T Investment to High-tech Industry Innovation

Abstract：Selecting government S& T investment, enterprise S& T investment, bank S& T loan and R& D labor as input factors, new product sale as output factor, this paper computes the elastic of input factors based on panel data, analyzes the S& T input output efficiency based on slacks-based measure super efficiency data envelopment analysis, and computes the effect of input factors' save to efficiency. The results show the effect and efficiency of enterprise S& T investment is very high whose elastic and resource efficiency is the biggest. The effect and the efficiency of government S& T investment and bank S& T loan is lower whose elastic and resource efficiency is lower. Raising the utilization rate of enterprise S& T investment is very important to S& T efficiency. Raising the utilization rate of bank S& T loan has less effect to S& T efficiency
