Abstract：This paper summarizes several typical models of the resource-based city by-products recycling, and analyzes the problems of the recycling of by-products among enterprises, such as uneven distribution of benefits, imbalanced competitive position and insufficient key technology. It puts forward relevant measures based on symbiotic ideas: to implement the strategy of innovating common technology, to build the organizational culture of common development, to establish the mechanism dominated by key businesses, to explore the developmental mode of interaction and integration, and to construct the service platform of sharing resources
