Abstract：Mechanism and characteristics of investments during the “12th Five-Year Plan” in Gansu province were analyzed,and the achievements and gaps were evaluated.It has been found that the major problems are relative low investments,and unreasonable investment structures,and unbalanced investments among research institutes,and imperfect social risk investment mechanism because of weak economic foundation,and small-scale of enterprises,and shortage of special personnel.On this basis,the suggestions for improving scientific and technological investment mechanism were proposed in order to achieve the goals of “12th Five-Year Plan” and to provide the evidences for making planning for “13th Five-Year Plan” in Gansu province
