Abstract：Used China's National S&T Development Plan as a clue to find the period in which the term“Generic Technology”appeared,this paper studies the development process of the policy of generic technology.It cards and reviews the typical opinions about the concept of ‘Generic Technology',points out that the connotation clarity and logic distribution is not enough.It analyzes the context of policy and the background of economic and social development in which the term ‘Generic Technology’ exists,and studies some countries’ research and practice.This paper discusses the method of definition of the concept,draws lessons from Gregory Tassey's Technology Growth Model,and gives the narrow and broad definitions
