Abstract：With the development of strategic emerging industries, classification of strategic emerging industries gets high concern by government at all levels.Under the existing national industry classification system, it is difficult to simply distinguish these enterprises into emerging industry category.Referring to the North American Product Classification System, The paper applies basic economic principles of classification, and proposes a demand-driven system identification methods.Finally, the paper makes an empirical research based on high-tech enterprises in Jiangsu province.
