Abstract:Based on the major practical needs for implementing innovation-driven development strategy, a concept of product degree of innovation (PDI), as an incremental improvement indicator of GDP, is proposed in order to investigate the innovation-driven extent of an economy development. Then a innovation rating of economy (IRE) is established based on PDI. And through an empirical analysis of the period from 2000 to 2010 on 26 major economies in the world, its found that the economies show the following characteristics in IRE change: firstly, innovation of major economies is very active; secondly, innovation competition between economies increasingly is intense; thirdly, IRE change of few major economies is abnormal. China is now in the middle degree of PDI among all innovation economy, and is ready to take-off in the innovation phase, an early phase jumping from the middle degree of PDI of economies into the high degree of PDI of the economies, and we can forecast that China may become an economy in the take-off phase of innovation in 2020. And then Chinas economic development in the future should focus on improving productivity and emission yield. Finally, the policy suggestion is put forward that IR should carry out at the national level, regional level and the enterprise level.
