Abstract：Currently scientific macro-management system reform is facing a rare opportunity in China.The overall goal of the reform is to build a scientific governance system,which conforms to Chinas national conditions.The basic method of the reform is bold and steady,coordinating up and down,integrating point and sphere,scientific and democratic.The focus of the reform is surrounding the performance management,and promoting the following reforms:transforming the governmental function in scientific management,establishing and improving the legal system connected with science,broadening the institutions and mechanisms for public participation,enhancing capacity of self-government of the scientific community
