Abstract:Based on the role and status of the management of total wages,the paper pointed out the influence of total wages on the S&T personnel incentives,training and attracting high-level personnel,mutual exchanging of S&T personnel between university and industry.Through the policy review and abroad experiences,it put forward suggestions from 4 aspects:encouraging the regulation or agreements on the personnel incentives;remission of several kinds of talents from the total wages;coordination solutions of personnel incentives with the total wages;carrying out total wages pilot projects
