Abstract：Scientists have involved in public policy-making,which has become an important and integral part of modern government decision-making.However,in the process of the participation in public policy-making,moral problems of scientists frequently occur,which has badly affected the scientific decision-making.We should adopt some practical measures to promote the responsible scientific advisory so that scientists can play active part in public policy-making
