Abstract：With pursuing GDP,many disadvantages of social development appear,people turn to pursuit the happiness as the goal of all-round development.Taking the economics as the main perspective of public management should be reviewed.This paper puts forward S way from sociologic and anthropologic perspective and attaches importance to public policy,public research,and the pursuit of public value realization through the ethnography methods for data collection and analysis
