Effect of Technological Progress and Institutional Change on Labor Productivity:An Empirical Study on Fishery in Shanghai

Abstract：Using modified shift-share model to decompose the growth rate of fishery labor productivity in Shanghai,this paper analyzes the role in promoting fishery development by technology and institution.The calculation shows that from 1978 to 2012,fishery in Shanghai experiences the spiral rise process of “development—adjustment—development”.The technological progress and institutional change all play roles in promoting the fishery's development,and the role of technological progress is at dominant position.It is found that the “comparative advantage in production” in fishery in Shanghai is higher than that in crop farming,forestry and livestock farming.It is suggested that land-saving technology should be the main direction of fishery technological development in Shanghai.Moreover,the fishery technological progress should emphasis on fry-related technology and enhance the ecological value
