英国非政府部门财政科研经费管理机构运行机制

摘要以英国部分研究理事会为研究对象,剖析了非政府部门财政科研经费管理机构的运行机制,包括经费来源、身份性质、与政府管理部门关系、组织结构、业务发展设计等。在此基础上,针对中国现阶段国家科技计划中拟通过专业机构实施计划项目管理的改革,围绕专业机构的身份地位、事权范围、运行管理以及制衡机制提出了系列工作思路。

Abstract：Based on a detailed investigation of research councils responsible for public R&D funds management in the UK,this paper analyzes the operating mechanism of these Non-Department Public Bodies,including public funds resources,statutory status,relations with governments,organizational structure,business planning,etc.On the basis of that,the paper proposes a series of suggestions for how Chinese executive agencies manage public R&D funds efficiently in the context of China's national S&T planning system reform.
