Abstract：Based on the perspective of ecological civilization and constructs an undesirable output model SBM-undesirable, this paper selects 30 provinces in China and evaluates environmental efficiency from the angle of the time & space differences.It is found that in the angle of time, the level of ecological civilization in each province increases steadily from 2003 to 2012, level of Chinese southeast area is better than these in central, southwest and north areas.In view of changes in efficiency decomposition, pure technical efficiency always plays a positive role to environmental total factor productivity but scale efficiency makes largest contribution to environmental total factor productivity.In the angle of space, in north and southeast China environmental efficiency has showed a trend of polarization, gathering type of environmental efficiency for central and southwest areas from “low-high” into “high-low” and showed agglomeration features with southeast area obviously.It makes three types of spatial pattern of distribution become two types spatial pattern of distribution
