Research on High-Tech Industrial Commercialize Performance in the Middle of Reform and Opening Up

Abstract:Based on panel data of 17 high and new technology industries during 1996—2013 in China,this paper measures its commercial performance,input redundancy and output relaxation,scale effect by using DEA—Tobit method.Further it analyzes its key influencing factors such as reform depth,open degree.There are some results.Average value of high-tech industrial commercialize performance is low,the root of technical inefficiency of different industries are different.In 9 industries including Manufacture of Spacecrafts,there are no input redundancy and output relaxation.While eight industries including Manufacture of Chemical Medicine exist input redundancy and output relaxation.Scale effect of four industries including Manufacture of Domestic TV Set and Radio Receiver remains the same;Manufacture of Communication Equipment industry exists diminishing scale effect;other industries exist increasing scale effect.Some factors,such as the property right structure,open degree,have influence on technical efficiency and technological progress rate,total factor productivity and direction in different levels.
