Abstract：According to the three basic elements of the institution,the entrepreneurial institutional environment is divided into three dimensions:entrepreneurial regulative environment,entrepreneurial normative environment and entrepreneurial cognitive environment.Taking electric vehicle and internet of things industry cluster in Wuxi as the representative of traditional and high-tech industry clusters,we compares the differences of entrepreneurial institutional environment between the two industry clusters.The result of independent sample T test shows,the whole entrepreneurial institutional environment of high-tech industry cluster is better than the traditional industry cluster.To the different dimensions,the entrepreneurial regulative and normative environment in the high-tech industrial cluster are superior to that of the traditional industry cluster,but the entrepreneurial cognitive environment in the traditional industrial clusters is better than that of the high-tech industry cluster.
