Abstract：This article constructs evaluation index system of MSTC,which contains the marine science and technology input,output and technological environment supporting capacity.Using correlation coefficient,entropy and principal component analysis respectively calculate the weight.On this basis,determined the combination weighting by Kendall consistency test and CRITIC combination weighting method,and measured MTC in Coastal provinces from 2006 to 2012.The results showed that:MSTC increases in coastal provinces,growth imbalances across regions become more prominent;land technological environment supporting force is the dominant factor in the competitiveness of marine science and technology,but the influence showed a downward trend,while the influence of marine science and technology input,output level enhanced;The coastal provinces of MSTC is divided into four categories,defined the MTC positioning itself and its influencing factors
