Abstract:Based on the papers from the database of Science Citation Index Expanded,Social Science Citation Index and Arts & Humanities Citation Index,we apply the triple helix algorithm to measure the associated tightness of university-industry-government in collaborative innovation between Shanghai and Tokyo.The results show that in Shanghai and Tokyo the dominant collaboration pattern is university-government collaboration;the collaboration among university,industry and government in Tokyo is closer than in Shanghai.By analyzing and comparing triple helix modes between Shanghai and Tokyo,it is found that Shanghai has formed a stable university-industry-government innovation system,however the participation of the industry sector was not active to achieve synergy effect of the collaborations of triple helix system.To solve the above problems,this paper puts forward to corresponding countermeasures and suggestions aim to promote the steady development of triple helix model of Shanghai
