Abstract:This paper discusses innovation efficiency of the national software bases by Trans-Log Production Function and SFA according to panel data between 2008 and 2012.we find that human capital stock contributes most to the innovative performance,science and technology funds is the second one,whereas increasing human resources has negative influence on innovation performance margin contribution.The whole 31 national software industry bases vary largely in innovation efficiency,whereas their spatial distribution doesnt show an inclination of higher in the east or lower in the west.The human capital structure has complex effects on innovation efficiency.Diamond shape human capital structure is more suitable for Chinese software industry
