Abstract：Policy is one of the important factors affecting the healthy development of innovative enterprises.The relationship between innovation chain and innovation policies,as well as between innovative enterprises and innovation policy are focused on in this paper.It puts forward the composing of innovation policy system based on innovation chain,analyzes the influence of innovation policy to innovation chain,and discusses the policy needs of innovative enterprises.Then,based on innovation chain,policy framework and main content are proposed
