欧盟地区协同创新模式、特点与启示

摘要欧盟地区协同创新体系和模式的构建经历了四个不同阶段,并逐渐形成了项目多元合作、中心机构主导、虚拟协同、知识群组四大模式。欧盟经验表明,每一次危机和转型时刻都在推动协同创新体系进一步完善,模式构建应着力于统筹创新布局,整合创新支援体系,关注利益相关者,倾斜考虑科研人员和中小企业,进行创新全周期评估。

Abstract：Collaborative innovation system and model of the European Union has undergone four stages,forming gradually four models-project with multi-cooperation,central organization,virtual collaboration and knowledge group.The experience shows that every crisis and transformation has promoted the further improvement of the collaborative innovation system.The overall layout of innovation,integration of innovation support system,stakeholders,especially researchers & SMEs,and innovation life cycle assessment should be focused on when building the collaborative innovation model
