Abstract：Based on the analysis of ITIs (Industrial Technology Institutes) in the world,this paper considers that institution of ITIs have undergone significant changes including the integrating functions,the expansion of business,the diversification of construction mode,the integration of R&D and the flexible of operations mode. Then,the paper proposes several policy suggestions aiming to support the development of Chinas ITIs
