Abstract：Youth science and technology talents are very necessary to build Shanghai Science and Technology Innovation Center.Based on the investigations of Shanghai college students,graduate students,young scientists,young entrepreneurs,it analyzed the strengths and weaknesses of Shanghai innovative education,science and technology innovation system,entrepreneurship policy environment,and the problems encountered in the development for various stages of young talents.It argues that personnel training is a systems engineering and proposes the ideas of youth science and technology talents training chain,hoping to provide intellectual support for the construction of Shanghai science and technology innovation center
