Abstract：The Netherlands is the typical country that does not directly linked to its scientific evaluation system to research funding allocation.This paper analyzed Humanities and Social Sciences evaluation system of Netherlands from three aspects,that is the academic evaluation,administrative evaluation and the effectiveness evaluation.We finds there are 7 characteristics of this system,that is high degree of institutionalization,close with international standards,emphasizing research originality,attention to the outcome of social transformation,concern about the future of sustainable development of researchers,the evaluation process of peer review supplemented bibliometrics,qualitative analysis combined with quantitative evaluation,and so on.These features can help us improve our research evaluation system,guide research quality improvement
