Abstract:Technology Specific Innovation System(TSIS)approach argues that the mainstreaming market failures and system failures in structures of Traditional Innovation System as rationales for innovation policy intervention have inner flaws.It focuses on functions in a system.A TSIS must grow with the interactions of structures and functions.If linked into a consistent framework within a TSIS,they can help to identify a TSIS problems and performing mechanism,provide more specific policy rationales and goals.To address its implications,this paper concludes with reference to the development of the wind power technologies in China
