Abstract：New rural development research institute in colleges and universities has been established for 3 years. Survey conducted by this paper shows that effective explorations in different forms of organization and operation models have been carried out by colleges and universities,featuring the simultaneous emergence of nonprofit and for-profit service,and the mutual promotion between students training and agricultural extension service. Meanwhile,the new rural development research institute is facing difficulties. Professional title reform couldnt mobilize teachers enthusiasm,funds management and cooperation between government and institutions is also in lack of stability. This paper argues that the focus in next phase should be to develop rural technology service in a market-oriented way,also to make the new rural development research institute and the government driven agricultural technology extension system compete and complement with each other
