Abstract：PPP model has become an important means in the new normal,it can be used in the implementation progress of cross-river valley water diversion project to reduce the financial burden and to promote the project implementation efficiency.In the cooperation process of government and social capital partner,the synergy mechanism should be established to cooperate with all stakeholders.Based on the identification of the stakeholders,the synergy mechanism is established including initial trust mechanism,compensation mechanism,and performance monitoring mechanism
