Abstract：This article sets Hebei province as an example to analyze the change rule of the factors about the development level of strategic emerging industry.It implies that the factors have different change characteristics in different development levels,different development levels of each sub strategic emerging industries affected by the different change characteristics of the influence factors(technological innovation and financial development shows rising curve,and personnel and cluster development appears U type),the factors of the development levels of the sub strategic emerging industry effect has significant difference.Based on the above results,design the specific path of development of strategic emerging industry from scientific and technological innovation,financial services,personnel support and cluster development etc.
