摘要 本文对中国高技术产业创新效率评价方法和指标、效率水平、特征和影响因素的实证研究进行回顾与评述。结果发现,无论整体还是分阶段,高技术产业创新效率呈缓慢提高趋势,但处于较低水平;效率提升主要源于技术进步,技术效率和规模效率未明显改善;成果转化阶段效率普遍较低,“高投入、低效益”矛盾依旧;竞争市场结构、大规模企业和出口有利于创新效率提高,国有成分起抑制作用,政府和金融机构的支持效应模棱两可。

Abstract:In this paper,it reviews and comments on the empirical researches on evaluation methods and indicators,the level and features,the influencing factors of high-tech industry's innovation efficiency in China.The results show as follows.From both the whole and two sub stages,the innovation efficiency of high-tech industries shows a trend of slow increase but still low.The promotion of innovation efficiency is mainly due to technological progress,technical efficiency and scale efficiency are not significantly improved.The efficiency of achievement transformation stage is general low;there still exists the contradiction between high input and low economic benefits.We find competitive market structure,enterprise with large-scale and exports are conducive to improving the efficiency of innovation;state-owned elements play an inhibitory role;while the support effect from government and financial intuitions is ambiguous.
