Abstract：The development process of regional innovation system is divided into four stages such as start,growth,maturity and alternating on the basis of preliminary studies.Stage identification index system of regional innovation system development is built based on“Four three structures”.Development stage of provincial innovation systems in China are identified by grey relational analysis,and are tested by discriminant analysis.Finally,targeted development suggestions of each innovation development stage areas are proposed accordingly
