Abstract：Taking building“global technology innovation center”as an objective,the convergence development of R&D outsourcing which is full of knowledge,value and innovativeness has become an effective strategic choice for economic development of central cities like Shanghai.By analyzing Shanghai's convergence development of R&D outsourcing's necessity in keeping technology-leading,connecting with international market,replying cost inflation,protecting urban ecology,and feasibility in technology,talents,companies,ancillary facility,financial supporting and international channel,this paper proposes the convergence development ideas of Yangtze River Economic Zone's interactive development,building R&D outsourcing's platform releasing reform bonus,building good innovation and entrepreneurship ecosystem,replying state's global stratagem and Belt and Road in new normal
