Abstract：According to the definition of“low skill equilibrium”,this paper adopts the data of Chinese manufacturing industry as samples,using Cointegration Test and Granger Causality Test,to examine the causal relationship between the economic value added per capita and average wage on low-tech industries,medium-low-tech industry,medium-high-tech industry,and high-tech industry,respectively.Based on the results of the tests,we conclude that China has fallen into a“low skill equilibrium”dilemma,but there does not exist the situation of multiple equilibria.To escape the“low skill trap”,we need the concerted effort between government,enterprises and individuals,to promote scientific and technological progress,and to improve and upgrade the industrial structure
