Abstract：R&D/GDP is a core indicator of national and regional innovation capability,and also a sign of national and regional innovation construction.During the“12th five-year plan”period,China didn’t achieve the R&D/GDP target,and the progress of China’s 31 provincial areas’ R&D/GDP indicator generally lagged behind.Its reasons include not only the insufficient government financial S&T expenditure and enterprises’ R&D intensity,but also the unscientific planning goals set by the “12th five-year plan”for science and technology development.In the future,to play a guiding role of R&D/GDP indicator,the government needs to strengthen S&T expenditure,and guides enterprises to enhance innovation capacity,improves R&D statistical system,and strengthens the scientific research of the R&D/GDP indicator and sets a reasonable goal
