Abstract：This paper introduces Lucas’s thought of endogenous human capital into Romer model,considering R&D and human capital as endogenous variable.It constructs a new endogenous growth model,derives the equilibrium solution by the Hamilton function,and compares the results between new model and the former two models.It finds that the human capital and R&D capital are important to boost economic growth,but the production efficiency of human capital department is more important than these.Then,this paper uses panel data of China’s 31 provinces from 2008 to 2013 to carry out the empirical research.The empirical results prove the correctness of the theoretical results.At the same time,the study also finds that R&D capital input has spillover effects,the role of R&D capital has been enhanced through human capital
