The Impact of EU’s Regional Policy on the Portuguese National Capability in Terms of Science,Technology and Innovation

Abstract：The regional policy is an important instrument of European Union to help narrowing the gaps among different member states,which does have some impacts on the development of national capability of Portugal,especially its capability in terms of science,technology and innovation.Using the historical institutionalism research method,this article comparatively analyzed the EU’s regional policies towards Portugal and the corresponding national policies of this country in different phases;and summarized the S&T inputs and outputs in Portugal and the evolution of its national innovation system from 1986 to 2015.Based on the above analysis,it concluded that through the guidance of macro policy objectives and the constant upgrading funding support,the regional policy of EU was truly helpful to improve the Portuguese national capability in terms of STI.It also brought several inspirations for a country to think about how to enhance its national STI capability with the help of the strength from international organizations,and for China to think about how to further optimize its own regional STI policies
