Abstract：The paper measured and analyzed 829 policy texts for Chinese small and medium-sized enterprises(SMEs)from 1949 to 2015 based on the policy classification system of Chinese SMEs.It indicated that the number of Chinese SMEs’ policy had periodic growth trends characteristics.Along with the market economy gradually perfect,policy system improved a lot.The patterns of policy support were diversifying and changing.Moreover,the basis for policy formulation was more reasonable and the continuity of policy was more obvious.But there existed some problems which included the“overlapping operations by different departments”and“policy vacuum”.In addition,general policies were more than the specific policies
