Abstract：Since 2009,the State Council has approved the implementation of“equity and dividends incentive pilot policy”in Zhongguancun,East Lake,Zhangjiang National Innovation Demonstration Zone and He-Wu-Bang Experimental Zone.Given the important role in science and technology pilot policy of reform,the research group conducted a follow-up policy research and assessment for three consecutive years.Studies suggest that the effects of policies of equity and dividends incentive pilot reform has steadily emerged,but it still has some imperfect in practice,such as policy design threshold too high,lack of institutional obstacles,supporting measures imperfect.Thus,we promote some relevant policy recommendations for pilot policy promotion and extending
