Abstract:It is generally believed that the intellectual property barrier of “going out” of China's high-speed railway mainly is because of international competitor's“stigmatization”of intellectual property and containment of intellectual property. But with years of practice it has proved that the factors affecting China's high-speed railway intellectual property strategy mode mainly include the domestic innovation mode and ownership of intellectual property, the host country's law, economy, politics, society and cultures, international competitors' intellectual property and other international factors. If domestic factors and international factors are relatively single, diversification of the host country's factors will decide the different strategy mode for different countries.Based on this principle, considering China's interests, other factors in the host country and international competitive factors, the mode of Chinese high-speed railway's IP strategy of “going-out”should be specific and appropriately alternative.
