Abstract：Based on the definition of standardization capability,the forming motivation and basis of capability are analyzed and the constituent elements of capability are also proposed from the perspective of standardization's process.In the meantime,a case study of IGRS standard alliance is carried out.The results indicate that the leading enterprises' standardization capability consists of R&D capability,management capability and resource capability which influence on each other,and change along with the standardization's process.The alliance leading enterprises should adjust the capability according to the characteristics of standardization stages in order to realize standardization efficiently.The conclusions have important significances for enhancing the capability and accelerating the development of independent technology standard set.
