Abstract:Theory of change is a popular result-oriented project management tool which is widely used among the developed countries and regions as well as international organizations.It can be applied effectively in R&D project planning,implementation,monitoring& evaluation,and adjustment.Hence a model of R&D project full cycle management could be established based on it.A good theory of change should meet three standards:plausibility,operability,testability.When theory of change is used in R&D project management,attentions also should be paid to three aspects:causal effect,balance of description and reasonableness
