Abstract：The paper established two-dimension policy analysis framework on the basis of policy tools and innovation-driven processes,to analyze the existing problems in innovation-driven development policies,for putting forward specific,microcosmic and pointed suggestions.Results of content analysis show that unbalanced policy tools usage frequency lies in different types of policy tools,different innovation-driven process and sub-tools of the same type of policy tool.Besides,the distribution of policy tools in different provinces and municipalities is same as central government.Suggestions are as followed:optimizing the policy tool system;optimizing the utilization structure of policy tools in different innovation-driven processes;making innovation-driven development policies according to the regional characteristics
