Abstract：Technology innovation voucher is a new-type investment policy of government‘s science fund,which has been put into effects in many areas of China.That means it badly needs to be all-around evaluated.This paper is framed on policy assessment model,the theory and practice of technology innovation policy assessment.The indicator system is constructed on three perspectives of policy scheme,policy enforcement,policy effects and five aspects including scientific contents,policy investment,policy executive,goal achieved and satisfaction degree.It tests and verifies the indictor system and completing the enpowerment on key indictors.Besides,The assessment has a great value on the policy effects.
