Abstract：Focus on the case comparison perspective,relying on the methods and frameworks of exploratory case analysis and based on the three elements of the rules,knowledge and property rights,the paper compares the value network governance mechanism of cigarette industry and the dairy industry.It is found that the two mechanisms of industrial value network governance fall into probelms:the interface standardization,loose coupling of service module,modular division and integrated predicament,due to the uncertainty of the environment and the imperfect governance mechanism.Further more differences in industrial environment cause different difficulties in both industries.For this reason,it comes up with 5 improvement paths of the value network modular governance mechanism,including interface rule standard and design process,service modular decomposition mechanism,service modular fusion mechanism,service modularity innovation mechanism and service modular sharing mechanism improvement path.It not only reduces the value of network governance mechanism in the operation of the opportunistic risk,but also helps to enhance the value innovation of the industry modularity value network.
