Abstract：Since the third Plenary Session of the 18th CPC Central Committee,Chinese government has strengthened the third-party evaluation to promote the reform and innovation of the S&T management.On the basis of literature review,we use questionnaire survey to carry out the research.We find the institutional attributes,system guarantee,process specification and the ability of the third-party S&T evaluation are the main factors affecting the evaluation effect.The government should strengthen the independence of the third-party organizations,strengthen system construction,and the third-party should strengthen capacity building
