On the Government Procurement for Innovation Promotion:A Review of Controversial Issues

Abstract：As a demand side innovation policy,government procurement has played an important role in promoting innovation in many countries,but the researchers have controversies about the role of government procurement for innovation.In this paper,we reviewed the literatures of government procurement for innovation,analyzed the theory of government procurement for innovation,and explored the principles,design and implementation of the government procurement policies and the evaluation of the policies.Finally we provided the future development of the research of the government procurement for innovation.
