Abstract：This paper analyzed the synergistic mechanism between technological innovation and institutional innovation,empirically studied their synergistic relationship and calculated their synergistic effect on the upgrading of high-tech industry by constructing the index of high-tech industry's institutional innovation and using simultaneous equation model.The results show that synergistic relationship significantly exists between technology and institution,and there is synergistic effect on productivity of high-tech industry through the path of “technology-institution”and“institution-technology”.As to industrial upgrading,the technological innovation combined with marketization produces the greatest synergistic effect,with the property right system the second and government intervention reduction the least.In addition,the synergies of “technology-institution”are greater than the“institution-technology”.
